Open Access resources are available online free to anyone willing to read it. OA shatters the access barriers associated with scientific publishing. Before diving into the numerous benefits OA offers, let us explore why it matters.</span></p>
<p><b>Why does OA matter?</b></p>
<p><span style="font-weight: 400;">Typically publishers own the copyright of the articles or the scholarly outputs published by the faculty members or the researchers in the journals. Neither the institution nor the author can claim ownership of the same. Even if the institution wants to host a copy of the article, they will have to pay a subscription fee for the journal.</span></p>
<p><span style="font-weight: 400;">OA helps researchers own the copyright to their work with a CC-BY license and prevents price barriers from restricting research access. Open Access serves the original purpose of scholarly publishing — to disseminate knowledge and to build upon that knowledge.</span></p>

<h2 style="text-align: left;">What is an OER? </h2>
<p style="text-align: left;"><a href="https://en.unesco.org/themes/building-knowledge-societies/oer">UNESCO</a> defines “Open Educational Resources (OER) as teaching, learning, and research materials in any medium – digital or otherwise – that reside in the public domain or have been released under an open license that permits no-cost access, use, adaptation, and redistribution by others with no or limited restrictions.” </p>
<p style="text-align: left;">Simply put, any type of educational material available in the public domain can be considered as OER.</p>
<h2 style="text-align: left;">Benefits of OER</h2>
<p style="text-align: left;">According to the <a href="https://www.chronicle.com/article/7-in-10-students-have-skipped-buying-a-textbook-because-of-its-cost-survey-finds/">Chronicle of Higher Education</a>, 7 in 10 students can’t afford a textbook because it is too expensive. The cost of education and living for students is increasing massively, and it is simply not fair to ask students or their families to choose between paying rent or buying textbooks.</p>
<p style="text-align: left;">Here are a few reasons why OER is extremely relevant in these times</p>
<p style="text-align: left;"><strong>1. Cost-efficient </strong></p>
<p style="text-align: left;">Publishers charge hefty amounts for collections that increase every year, prohibiting access to many students. Even though most teaching has gone online, students still lack the freedom to move away from traditional printed resources because resources are licensed for exclusivity, making them difficult or costly to access. OER removes this expensive burden.</p>
<p style="text-align: left;"><strong>2. Student-Driven</strong></p>
<p style="text-align: left;">OER initiatives are student-driven, and they provide a multimodal approach towards learning. They are a better option to engage students than textbooks and lectures. OERs make the teaching and studying experience more interactive when compared to traditional techniques, offering a better retention rate of new information for students as it fosters a pedagogically sound learning experience.</p>
<p style="text-align: left;"><strong>3. Swift Circulation</strong></p>
<p style="text-align: left;">OER lets the information disseminate rapidly and more efficiently when compared to traditional forms that take months to be available. The access to learning is expanded across almost every group of students, making sure a broad participation in educational activities.</p>
<p style="text-align: left;"><strong>4. Ease of Customization</strong></p>
<p style="text-align: left;">OERs can be customized or modified to the classroom's needs at individual levels taking classroom experience to the next level. OER resources can also be integrated with each other, adding more value to the resource. The quality of OER to be remixed, transformed, and built upon gives it an upper hand over the printed resources.</p>
<h2 style="text-align: left;">Barriers to OER and how to overcome them</h2>
<p style="text-align: left;">Regardless of the incentives and benefits that OERs offer, certain barriers still exist, hindering its adoption.</p>
<p style="text-align: left;"><strong>1. Lack of Awareness</strong></p>
<p style="text-align: left;">Although many academics are willing to share their work, they are often hesitant to do this without losing their rights. Several open content licenses have been developed to solve this problem, like the Creative Commons and the GNU Free Documentation Licence. Open licensing provides a way of controlled sharing with some rights reserved to the author.</p>
<p style="text-align: left;"><strong>2. Perceived lack of quality</strong></p>
<p style="text-align: left;">There is a popular notion that free open educational resources are of poor quality. Traditional, commercial texts are typically assumed to be high quality because they are published (and marketed by) well-known commercial publishers. To solve this issue, colleges and universities can provide faculty with editors and graphic designers who can assist authors in publishing open resources.</p>
<p style="text-align: left;"><strong>3. Difficulty in accessing</strong></p>
<p style="text-align: left;">Creating or locating existing OER can be extremely time-consuming. Adopting OER with a shift from traditional sources can require a lot of effort and time at the initial stage. This is the reason why libraries, administrators, and instructional designers at various institutions are increasingly providing support for faculty members who are willing to use OER in their courses. Institutes are focusing on building and managing <a href="https://typeset.io/resources/benefits-of-an-institutional-repository-for-university-or-academic-libraries/">Institutional Repositories</a> so that OERs can be stored and accessed with ease.</p>
<h2 style="text-align: left;">Final Thoughts</h2>
<p style="text-align: left;">In the long run, OER will enhance the pedagogy and the learning experience. OERs are indeed the future of education. <div>Open Business Talk, School of Business, Bangladesh Open University, and The Librarian Times are going to jointly arrange a Q & A session to celebrate Open Access 2021. This year’s theme intentionally aligns with the recently released UNESCO Recommendation on Open Science, of which Open Access is a crucial component. Circulated in draft form following discussion by representatives of UNESCO’s 193 member countries, the Recommendation powerfully articulates and centres the importance of equity in pursuing a future for the scholarship open by default.</div>
<div>The event is arranged based on the theme of 2021 Open Access Week. The Librarian Times Editor in Chief Prodip Roy will host this session.</div>

<div>The speaker, Prof. Mostafa Azad Kamal works at Bangladesh Open University as the Treasurer. He is a Professor in International and Development Economics. He has been engaged in open and distance learning for the last 22 years. He has been a member of the International Academic Board for Commonwealth Executive MBA and MPA programs, Commonwealth of Learning, Vancouver, Canada. He has also been a consultant of Commonwealth of Learning for TEL, ODL, and OER. Professor Mostafa is a Creative Commons (CC) Certified trainer on OER and Open Licences. He is also a Creative Commons Fellow for Open leadership.</div>
<div>Professor Mostafa is the Country Representative for Creative Commons Bangladesh Chapter and a member of the 15-member central Membership Committee of Creative Commons, USA. He is the President of the Centre for Open Knowledge (COK), Bangladesh. Professor Mostafa got experience coordinating, supporting and evaluating several international and national projects relating to eLearning, OER, ODL and quality assurance in higher education.</div>

<h2 dir="ltr"><em>Publicaciones espurias y revistas depredadoras: los retos de la legitimidad del acceso abierto</em></h2>
<p dir="ltr">En el proceso de validación y certificación del conocimiento científico, emergen las diferentes casas editoriales que dominan la industria de la publicación científica. El modelo de negocio de las corporaciones editoriales es generar un contenido que se vende por suscripción, dirigido a lectores, bibliotecarios e instituciones, quienes deben pagar para tener acceso a las publicaciones periódicas. <br/><br/>Después de la Declaración de Budapest sobre Acceso Abierto, el modelo se concentró en cobrar al autor unos cargos por procesar los artículos (APC en inglés). Pero emergió un peligro mucho mayor: las editoriales y revistas depredadoras. Se presentará el panorama sobre este tipo de publicaciones y cómo debemos cerrarle las puertas mediante la generación de políticas de métricas responsables y fuertes sistemas de indexación de revistas. </p>

<p><span style="font-weight: 400;">This week is an important opportunity to catalyze new conversations, create connections across and between communities that can facilitate this co-design, and advance progress to build more equitable foundations for opening knowledge, with both discussions and actions that are on-going. At Scholastica, we were particularly drawn to the phrase “how we open knowledge” as a means to elicit discourse and, more importantly, action around the various ways scholarly organizations of all sizes are and can develop more equitable OA journal models. We’re proud to work with so many scholarly societies, academic institutions, and scholar-led non-profits publishing path-breaking OA journals committed to not only opening access to research but also lowering the cost of knowledge production. In honor of OA Week, we decided to reach out to some of those journal teams to ask them to share their take on the prompt “how we open knowledge.”</span></p>

<p>The <a href="https://journals.ub.umu.se/index.php/shaj" target="_blank" rel="noopener">Somali Health Action Journal (SHAJ)</a> is the result of a new beginning for the research collaboration that <a href="https://www.umu.se/en/" target="_blank" rel="noopener">Umeå University</a> together with several other Swedish universities have had with Somalia since the early 1980s. Six years ago, it was time to rekindle the collaborations, and beside seminars, teaching and training activities, research visits and conferences, one of the building blocks has been to support scholarly publication at the Somali universities. The solution was to start the SHAJ on an open publishing platform that the Umeå University Library helps facilitate.</p>
<p>“A journal leads to new and expanded collaborations between researchers in different countries. Both researchers in Sweden and Somalia will learn from this, but there are also other countries faced with similar problems as those in Somalia that can benefit from this new journal,” says Stig Wall, Professor Emeritus at the Department of Epidemiology and Global Health at Umeå University, and one of the initiators of research projects aimed at primary health care in Somalia, previously supported by the Swedish International Development Cooperation Agency.</p>
<p>The journal is published in <a href="https://pkp.sfu.ca/ojs/" target="_blank" rel="noopener">Open Journal Systems (OJS)</a>, which is an open source software application for managing and publishing scholarly journals that is used by many journals all over the world. What the library contributes with is to help with the setup and routines as well as certain support throughout the process.</p>
<p>“To publish a scholarly journal is often big business, but open access digital platforms facilitate for new opportunities for independent publications. It feels gratifying that SHAJ can publish online in conjunction with the Open Access Week, particularly since it focuses on equity this year,” says Jan Eklöf, librarian at the Umeå University Library.</p>
<p>The non-profit association for research collaborations between Somalia and Sweden, the <a href="https://www.ssra.nu/" target="_blank" rel="noopener">Somali-Swedish Researchers’ Association (SSRA)</a>, will host the journal. The idea is that the running of the journal will over time be taken over completely by the Somali universities, who are also the formal owners, to increase interaction between academics, their departments, health professionals and decision-makers.</p>
<p>“The support from the Umeå University Library to start and publish a new journal has been decisive. We live in an unequal world, also when it comes to publications,” says Stig Wall.</p>
<p>The chief editor of SHAJ, Khalif Bile Mohamud, is looking forward to the journal being able to disseminate knowledge of Somali health issues more efficiently and hence bridge the gap between research evidence and practical application.</p>
<p>“Somalia faces enormous health research deficits with limited opportunities for research dissemination, which is why there is an urgent need for launching a journal like the SHAJ,” says Khalif Bile Mohamud.</p>

<p><span>Bu yılın teması, Açık Erişimin çok önemli bir bileşeni olduğu, geçtiğimiz günlerde yayımlanan UNESCO'nun Açık Bilim üzerine Tavsiyeleri ile uyumlu olacak şekilde hazırlanmıştır. UNESCO'nun 193 üye ülkesinin temsilcileri tarafından yapılan müzakerenin ardından taslak halinde dağıtılan Tavsiye, hibenin olağan bir şekilde açık olduğu bir gelecek peşinde koşarken eşitliğin önemini güçlü bir ifadeyle dile getirmekte ve bunu merkeze almaktadır.</span></p>
<p><span><em>Geleneksel bilim topluluğunun ötesinde, Açık Bilim, Yerli Halklar ve yerel topluluklar ve uygun olduğu şekilde farklı ülke ve bölgelerden sosyal aktörler dahil olmak üzere bir bütün olarak bilim camiasının, çeşitli araştırma topluluklarının ve bilim adamlarının, ayrıca daha geniş kamuoyu ve bilgi sahiplerinin ihtiyaçlarını ve epistemik çoğulculuğunu destekleyen çeşitli bilgi, uygulama, iş akışları, diller, araştırma çıktıları ve araştırma konularını kapsamalıdır (UNESCO’nun Açık Bilim Üzerine Tavsiyeleri, Sayfa 7).</em></span></p>
<p><span>Açık Bilim konusunda küresel standartları ilk defa ortaya koyan bir çerçeve olarak tanımlanabildiğimiz UNESCO Tavsiyeleri, açık araştırma uygulamalarının faaliyete geçmesinde dünya çapındaki hükümetler için önemli bir rehber niteliğinde olacaktır. Bu yılın “Bilgiyi Nasıl Açık Hale Getirdiğimiz Önemlidir: Yapısal Eşitlik Oluşturmak” teması, Tavsiyenin, tüm bilgi üreticileri ve tüketicileri için adil katılım çağrısını vurgulamaktadır.</span></p>
<p><span><em>Açık Bilim, gelişmiş ve gelişmekte olan ülkelerden araştırmacılar arasında eşitliğin sağlanmasında önemli bir rol oynamalıdır çünkü, konum, milliyet, ırk, yaş, cinsiyet, gelir, sosyo-ekonomik statü, meslek, alan, dil, din, engellilik, etnik köken veya göçmenlik durumu veya diğer herhangi bir nedenden bağımsız olarak bilimsel girdi ve çıktıların adil ve karşılıklı paylaşımını ve hem bilgi üreticileri hem de tüketicilerin bilimsel bilgiye eşit erişimini sağlar. UNESCO’nun Açık Bilim Üzerine Tavsiyeleri, Sayfa 7).</em></span></p>
<p><span>Uluslararası Açık Erişim Haftası, daha geniş bir topluluğun, açıklığı araştırma için standart hale getirmek ve eşitliğin bu çalışmanın merkezinde olmasını sağlamak için harekete geçme konusunda koordine etmesi için mükemmel bir dönemdir. Bu yılki Açık Erişim Haftası 25 Ekim - 31 Ekim tarihleri arasında gerçekleştirilecektir. Organizatörler, yıl içinde uygun oldukları bir dönemde bu yılın teması üzerine tartışmalara ev sahipliği yapmaya ve eylemde bulunmaya ve bu temayı ve etkinlikleri kendi yerel bağlamlarına uyarlamaya teşvik edilmektedir. Bu durum, özellikle dünyanın dört bir yanındaki ülkeler COVID-19 nedeniyle değişen düzeylerde aksamalarla ve iklim değişikliği nedeniyle artan aksamalarla karşı karşıya kaldığı için önem taşımaktadır.</span></p>
<p><span>Çeşitlilik, eşitlik ve kapsayıcılık, yıl boyunca tutarlı bir şekilde önceliklendirilmeli ve altyapımızın nasıl oluşturulduğundan topluluk tartışmalarını nasıl düzenlediğimize ve kullandığımız yönetişim yapılarına kadar açık topluluk dokusuna entegre edilmelidir. Uluslararası Açık Erişim Haftası, topluluklar arasında ve topluluklar içinde bu ortak tasarımı kolaylaştırabilecek yeni diyaloglar kurmak, yeni bağlantılar oluşturmak ve bilgiyi açık hale getirmek amacıyla her yıl gerçekleşmesi gereken oturumlar ve aktiviteler için daha adil temeller oluşturmak adına önemli bir fırsattır.</span></p>

<p>올해 주제는 최근 발행된 <span>‘</span>유네스코 오픈사이언스 권고<span>(UNESCO Recommendation on Open Science)’와</span> 맥을 같이 하기 위해 정해진 것으로<span>,</span> 오픈액세스는 오픈사이언스의 핵심 요소이다<span>.</span> 유네스코 <span>193</span>개 회원국 대표들이 논의 후 초안의 형태로 배포한 이 권고는 자연스럽게 개방된 형태로 나아갈 향후 학술연구의 방향에서 형평성의 중요성을 설득력 있게 설명하며 강조한다<span>.</span></p>
<p>오픈사이언스는 과학계 전체와 다양한 연구계<span>,</span> 학자들뿐만 아니라 원주민<span>,</span> 지역학계 등의 전통적 과학계를 벗어난 일반 대중과 지식소유자들<span>,</span> 그리고 다양한 국가와 지역의 사회적 행위자들이 가진 요구와 이들의 지식적 다원성을 충족할 수 있는 지식<span>,</span> 관행<span>,</span> 워크플로우<span>,</span> 언어<span>,</span> 연구결과물 및 연구주제의 다양성을 수용해야 한다<span>. <p>오픈사이언스는 선진국과 개발도상국 연구자간 형평성을 보장하고<span>,</span> 지역<span>,</span> 국적<span>,</span> 인종<span>,</span> 나이<span>,</span> 성별<span>,</span> 수입<span>,</span> 사회경제적 환경<span>,</span> 경력단계<span>,</span> 학문분야<span>,</span> 언어<span>,</span> 종교<span>,</span> 장애<span>,</span> 민족성 또는 이주 상태 및 여타 모든 배경에 관계없이 지식 생산자와 소비자 모두에게 공평하고 상호적인 과학적 투입자원 및 산출결과의 공유와 과학지식에 대한 공평한 접근을 허용하는 데 중요한 역할을 할 것이다<span>. <p>글로벌 오픈액세스주간은 개방성이 연구의 자연스러운 방향성이 될 수 있도록 행동을 취하고 이러한 행동들이 형평성에 중점을 두고 실행되도록 공동체가 폭넓게 협력하기 위한 기간이다<span>.</span> 올해 오픈액세스주간은 <span>10</span>월 <span>25</span>일부터 <span>31</span>일까지 개최되지만<span>,</span> 주최기관들은 연중 언제든지 적절한 시기에 올해의 주제에 대한 논의를 개최하고 행동을 취하며<span>,</span> 해당 주제와 활동을 각 지역의 상황에 맞게 조정할 것을 권장한다<span>.</span> 이는 각국이 코로나<span>19</span>로 인해 다양한 수준의 혼란과 점차 증대되는 기후변화로 인한 환경파괴에 직면한 상황에서 특히 더 권장되는 사항이다<span>. </span></p>
<p>다양성과 형평성<span>,</span> 그리고 포용성은 항상 일관되게 우선순위가 되어야 하며<span>,</span> 우리의 인프라 구축방식에서부터 공동체의 논의를 조직하는 방식 및 우리의 거버넌스 체계에 이르는 개방형 공동체의 모든 구성요소에 내재되어야 한다<span>.</span> 글로벌 오픈액세스주간은 새로운 담론을 활성화하고<span>,</span> 이러한 공동의 설계를 촉진할 수 있는 공동체 내부 및 공동체 간의 연결고리를 창출하며<span>,</span> 지식 개방을 위한 보다 형평성 있는 기반<span>,</span> 즉 매년 지속되어야 할 논의 및 실행방안을 구축하는 데 진전을 이룰 수 있는 중요한 기회이다<span>. </span></p>

<p><span style="font-size: 12pt;"><strong>International Open Access Week from 25 October 2021 to 31 October 2021</strong> is a global event; now entering its fourteenth year for Open Access advocates to engage their communities to teach them about Open Access, to share what they have learned with colleagues, and to help inspire wider participation in helping to make Open Access a new norm in scholarship and research. Begun in 2007 as Open Access Day, the event was originally a partnership between Scholarly Publishing and Academic Resources Coalition (SPARC) and students who organized local events on a handful of campuses across the United States. Since then, International Open Access Week has grown exponentially and is now celebrated at hundreds of events around the world.</span></p>
