<p><span style="font-weight: 400;">The 2020 Open Access Week Advisory Committee is pleased to announce that the theme for this year’s International Open Access Week, to be held October 19-25, will be “Open with Purpose: Taking Action to Build Structural Equity and Inclusion.”</span></p>

<p><span style="font-weight: 400;">Openness can be a powerful tool for building more equitable systems of sharing knowledge. Rebuilding research and scholarship to be open by default presents a unique opportunity to construct a foundation that is fundamentally more equitable. Yet today, structural racism, discrimination, and exclusion are present and persistent in places where openness is a core value. As a global community, it is important to understand that the systems and spaces of the present are often built upon legacies of historic injustice and that addressing these inequities is a necessity. </span></p>
<p><span style="font-weight: 400;">We need to examine who these spaces and systems are designed for, who is missing, who is excluded by the business models we use, and whose interests are prioritized. As we work together to rebuild these structures, we need to commit to moving from conversations to concrete commitments and to hold one another accountable for making real progress.</span></p>
<p><span style="font-weight: 400;">Building on our discussions in 2018 (“Designing Equitable Foundations for Open Knowledge”) and 2019 (“Open for Whom? Equity in Open Knowledge”), 2020 marks the third consecutive year the theme for International Open Access Week will focus on the urgent need for action on equity and inclusion, underscoring the urgency of continuing to center this work.</span></p>
<p><span style="font-weight: 400;">International Open Access Week is a time for the wider community to coordinate in taking action to make openness the default for research and to ensure that equity is at the center of this work. This year's Open Access Week will be held from October 19th through the 25th; however, organizers are encouraged to host discussions and take action around this year’s theme whenever is most suitable during the year and to adapt the theme and activities to their local context. This is especially true for this year with the varying levels of disruption due to COVID-19.</span></p>
<p><span style="font-weight: 400;">Diversity, equity, and inclusion must be consistently prioritized year-round and integrated into the fabric of the open community, from how our infrastructure is built to how we organize community discussions to the governance structures we use. International Open Access Week is an important opportunity to catalyze new conversations, create connections across and between communities that can facilitate this co-design, and advance progress to build more equitable foundations for opening knowledge—discussions and actions that need to be continued, year in and year out. </span></p>

<p><span>Новый подход к исследованиям, а так же к прозрачному финансированию предоставляет возможность для создания кардинально нового подхода в справедливого распределения возможностей. Сегодня, мы наблюдаем существование устойчивого механизма структурированного расизма, а так же дискриминацию и изоляцию. Обществу необходимо осознать, что сегодняшние социальные системы, в большинстве своем, строились и продолжают строиться на наследии исторической несправедливости, а так же то что устранение этого неравенства является необходимостью.</span></p>
<p><span>Необходимо детально изучить существующую сегодня модель общества для того что бы понять чьи интересы ущемлены, a чьи являются приоритетными. Коллективно работая над восстановлением этих структур, необходимо перейти от разговоров к конкретным действиям. Работая вместе, каждый должен нести определенную ответственность за достижение реального прогресса.</span></p>
<p><span>Основываясь на наших предыдущих дискуссиях в 2018 г. («Создание объективных платформ для открытых знаний») и 2019 г. («Открыт для кого? Справедливость и независимые знаниях»), в 2020 тема Международной Недели Открытого Доступа будет посвящена</span> <span></span><span>насущным потребностях</span> <span></span><span>и необходимости безотлагательных действий обеспечивающих справедливость и</span> <span></span><span>инклюзивность.</span></p>
<p><span>Международная Неделя Открытого Доступа создана с целью предоставить возможность международному сообществу координировать действия с помощью которых прозрачность и справедливость станет стандартом в исследованиях. <p>L’ouverture peut être un outil puissant pour bâtir des systèmes plus équitables de partage des connaissances. Rebâtir la recherche et l’érudition pour qu’elles soient ouvertes par défaut présente une occasion unique de construire des assises fondamentalement plus équitables. Pourtant, aujourd’hui, le racisme structurel, la discrimination et l’exclusion sont présents et persistants dans des endroits où l’ouverture est une valeur fondamentale. Comme communauté mondiale, il est important de comprendre que les systèmes et les espaces actuels sont souvent l’héritage d’injustices historiques et que remédier à ces inégalités est nécessaire. </p>
<p>Nous devons examiner pour qui ces espaces et systèmes sont conçus, qui sont absents, qui sont exclus par les modèles d’affaires en place et les intérêts de qui sont priorisés. Alors que nous travaillons ensemble pour rebâtir ces structures, nous devons nous engager à passer de la parole aux actes concrets et à nous tenir mutuellement responsables des progrès réels. </p>
<p>S’appuyant sur nos discussions en 2018 (Construire des fondements équitables pour la connaissance ouverte) et 2019 (Ouverte pour qui? Équité dans le savoir ouvert), 2020 marque la troisième année consécutive où le thème de la Semaine internationale du libre accès se concentrera sur le besoin express pour une action sur l’équité et l’inclusion, soulignant l’urgence de continuer à centrer ce travail. </p>
<p>La Semaine internationale du libre accès est l’occasion pour la communauté au sens large de coordonner ses efforts pour faire de l’ouverture la recherche par défaut et pour en faire de l’équité un élément central. La Semaine du libre accès de cette année se tiendra du 19 au 25 octobre. Cependant, nous encourageons l’organisation de discussions et d’évènements autour du thème de cette année au moment qui conviendra le mieux au cours de l’année et l’adaptation du thème et des activités au contexte local. Cela est particulièrement vrai cette année en raison des perturbations liées à la COVID-19. </p>
<p>La diversité, l’équité et l’inclusion doivent être systématiquement priorisées tout au long de l’année et faire partie intégrante de la communauté ouverte, allant de comment bâtir notre infrastructure, à la façon dont nous organisons les discussions avec les communautés, à nos modes de gouvernance. Equity in Open Knowledge.” From numerous panels, presentations, and events to the publication of an entire book exploring the intersection of equity and openness (</span><a href="https://www.idrc.ca/en/book/contextualizing-openness-situating-open-science"><i><span style="font-weight: 400;">Contextualizing…</span></i></a></p>
<p><span style="font-weight: 400;">As Open Access Week begins to come to a close, we’ve been heartened to see so many productive discussions engaging with this year’s theme of “Open for Whom? Equity in Open Knowledge.” From numerous panels, presentations, and events to the publication of an entire book exploring the intersection of equity and openness (</span><a href="https://www.idrc.ca/en/book/contextualizing-openness-situating-open-science"><i><span style="font-weight: 400;">Contextualizing Openness: Situating Open Science</span></i></a><span style="font-weight: 400;">), the conversations from this week are an important step toward ensuring we reach a future where knowledge isn’t just open but where participation is open to all in a way that builds equity into the foundation of our systems for creating and sharing knowledge.</span></p>
<p><span style="font-weight: 400;">But, these conversations can’t be limited to just this week. They must be ongoing. These questions of equity and inclusion are ones we should be asking ourselves every day and about every facet of our work.</span></p>
<p><span style="font-weight: 400;">To encourage sustained conversations after Open Access Week, we are planning to build a simple tool that will cycle through prompts that ask individuals to consider and reflect on different aspects of what it means to prioritize equity in open knowledge. We plan to model this resource on</span> <a href="https://empathyprompts.net"><span style="font-weight: 400;">Empathy Prompts</span></a> <span style="font-weight: 400;">by Eric W. Bailey.</span></p>
<p><b>We need your help!</b> <span style="font-weight: 400;">We originally planned to launch this tool ahead of Open Access Week, but ultimately decided that inviting the community to create these prompts collaboratively would be the best way to ensure this resource reflects the full diversity of issues our communities must address to become equitable by default.</span></p>

<p><span style="font-weight: 400;">At SPARC, we view “open” as an enabling strategy for building a more equitable system of sharing knowledge—not as the end goal in itself. This has been an important consideration for us since the founding of the open movement, and is reflected in foundational documents of both the Open Access and Open Education communities.</span> <a href="https://www.budapestopenaccessinitiative.org/"><span style="font-weight: 400;">In 2002, the</span> <span style="font-weight: 400;">Budapest Open Access Initiative</span></a> <span style="font-weight: 400;">eloquently expressed this functional connection, calling for the community to consider opening up access to information in order to: </span></p>
<blockquote><span>“...</span><span>accelerate research, enrich education, share the learning of the rich with the poor and the poor with the rich, make this literature as useful as it can be, and lay the foundation for uniting humanity in a common intellectual conversation and quest for knowledge.”</span></blockquote>
<p><span style="font-weight: 400;">Five years later, the</span> <a href="https://www.capetowndeclaration.org/read-the-declaration"><span style="font-weight: 400;">Cape Town Open Education Declaration</span></a> <span style="font-weight: 400;">outlined a similar commitment to equity, calling for the use of “open” as a strategy to contribute to:</span></p>
<blockquote><span>“...creating a world where each and every person on earth can access and contribute to the sum of all human knowledge.”</span></blockquote>
<p><span style="font-weight: 400;">Openness itself does not ensure equity, but it can be used to advance it by opening up participation in the creation and dissemination of knowledge. It can remove cost as a barrier, empower local communities to adapt resources to their context, and enhance the relevance of educational materials. </span></p>
<p><span style="font-weight: 400;">But this can only happen if we carefully and deliberately consider equity implications at every critical decision point—from what business models we choose to support, to how we build our technology, to how we design our governance bodies. Our choices need to include sustainability models that ensure everyone has the ability to fully participate in the scholarly conversation—and not be relegated to reading a conversation meant for someone else. It’s through these countless individual decisions that equity gets built into the foundation of a system. Without consistently practicing this kind of intentionality, we run the risk of having a system of sharing knowledge that might be more open, but that continues to reinforce current inequities. </span></p>
<p><span style="font-weight: 400;">On a more fundamental level, open can also advance equity by creating the opportunity to reassess and change the underlying structures in the research and education systems. For example, the transition to open research has already prompted some institutions to review the incentive structure of their promotion and tenure process. What we value in scholarship may shift away from brand name traditional journals and a fixation on impact factors that prioritize research questions primarily in North America and Europe over those from Africa, Asia, and Latin America. Instead, we have the opportunity to recognize a much broader set of outputs that are generated by more fundamentally equitable structures.</span></p>
<p><span style="font-weight: 400;">At SPARC, building a better understanding of what this means for our own organization and work has been the focus of an</span> <a href="https://sparcopen.org/news/2019/sparc-putting-diversity-equity-and-inclusion-first/"><span style="font-weight: 400;">internal review process</span></a> <span style="font-weight: 400;">that started earlier this year. With the support of DeEtta Jones and her team, we’re examining how we are working with our membership, the broader community, and our own team to examine whose voices are missing, how well our programs align with the needs of the community we seek to serve, and what barriers may be preventing broader participation. A first step in th</span><span style="font-weight: 400;">is assessment involved a survey of</span> <span style="font-weight: 400;">member and nonmember institutions and in-depth interviews with members of the SPARC team and wider open community. While the survey provided us with a number of valuable insights, one important theme stood out: the need for SPARC to help more clearly articulate the connection between equity and open.</span></p>
<p><span style="font-weight: 400;">This resonated deeply with this year’s Open Access Week theme, and we’re pleased to be able to use this week as an opportunity to begin to address this challenge. As we continue our efforts to ensure that equity and inclusion are at the core of SPARC’s work, we look forward to engaging with the community and working together to put what we learn into practice. We encourage all members of the community to reflect on this challenge, consider the impact of our individual decisions in ensuring equitable outcomes, and join us in this effort, this Open Access Week and every week.</span></p>

<p><span style="font-weight: 400;">A 2019-es Open Access hét (október 21-27) tanácsadói testülete örömmel jelenti be az idei év Open Access hetének témáját: ”Nyitva, de kinek? Egyenlőség a nyílt hozzáférésű tudományban” (“Open for Whom? Equity in Open Knowledge”).</span></p>

<p><span style="font-weight: 400;">Ahogy a tudományos életben, a tudás előállításában egyre inkább domináns értékké válik a megosztás, a megoszthatóság, a nyílt hozzáférés (Open Science), úgy lesz egyre fontosabb rákérdezni, hogy vajon kiknek, mely csoportoknak hoznak ezek a folyamatok ténylegesen szabadabb hozzáférést a tudományhoz és hogyan tudnánk ezt minél nagyobb tömegekre kiterjeszteni? Kinek az érdekeit részesítjük előnyben, amikor a tudománnyal, tudományszervezéssel kapcsolatos döntéseket hozunk és mely csoportok maradnak alulreprezentáltak ezekben a döntésekben? Csak a nyílt hozzáférést (Open Access-t) segítjük a tudományhoz információkhoz vagy vele együtt a tudományban és a tudományos kommunikációban való demokratikus részvételt is? Ezek a kérdések meghatározzák, hogy képesek leszünk-e meghaladni a mostani tudományos rendszer egyenlőtlenségeit vagy épp megerősítjük azokat.</span></p>
<p><span style="font-weight: 400;">Az idei év témaválasztásában/val a tavaly megkezdett és a “a nyílt és demokratikus tudomány alappillérei” köré csoportosuló eszmecseréinket, produktív vitáinkat, beszélgetéseinket szeretnénk folytatni és egyúttal szeretnénk még nagyobb figyelmet szentelni az egyenlőség és az inkluzivitás megnyilvánulásainak (vagy épp ezek hiányának) a tudomány működésében.</span></p>
<p><span style="font-weight: 400;">Ilyen szempontból kritikusan fontos időket élünk: sok alapvető fontosságú tudományszervezési, tudománypolitikai változásnak vagyunk nemcsak szemtanúi, de alakítói is akár egyénileg, akár kisebb vagy nagyobb közösségek tagjaiként. Ahogy a nyílt, szabad hozzáférésű tudomány (Open Science) vagy a tudomány szabadsága egyre alapvetőbb érték lesz a világban, úgy a benne résztvevőktől egyre tudatosabb gondolkodást és gondoskodást igényel annak biztosítása, hogy valóban sokszínű, globális közösségek igényeit szolgálják. A nyitva, de kinek? kérdés szem előtt tartása fontos támpont lehet, hogy ezeket a változásokat tényleg az egyenlőség és demokratikusság jegyében vigyük véghez.</span></p>
<p><span style="font-weight: 400;">A SPARC nevű szervezet körül csoportosuló hallgatói csoportok által 2008-ban megalapított Nemzetközi Open Access hét lehetőséget ad rá, hogy a szabad hozzáférést alapértékké tegyük a kutatásban: hogy (át)láthatóbbá, nyíltabbá, követhetőbbé tehessük a tudományos eredményeket és a hozzájuk vezető munkát, hogy felgyorsítjuk ezeket a folyamatokat és hogy ezeket az eredményeket az mindannyiónk életminőségének javítására fordíthassuk. Idén az Open Access hét október 21-27-ig kerül megrendezésre, de arra buzdítjuk az ünnepségsorozatban részvevőket, hogy a helyi eseményeket a körülménynek legmegfelelőbb, a helyi közösségeknek legkényelmesebb időpontban és a számukra legrelevánsabb témák köré szervezzék.</span></p>
<p><span style="font-weight: 400;">Az Open Access hét globális, kontinenseken átívelő, de helyi értékekeket szem előtt tartójellege az idei év témájával kapcsolatban is fontos szerephez jut majd. Fontosnak tartjuk, hogy a nyitottabb, hozzáférhetőbb tudományossághoz vezető stratégiákat és struktúrákat tényleg azokkal a közösségekkel együtt alakítsuk ki, akiket szolgálni hivatott, beleértve azokat is, akik tipikusan marginalizált közösségeknek számítanak ezekben a dialógusokban.</span></p>
<p><span style="font-weight: 400;">A Nemzetközi Open Access hét lehetőséget ad rá, hogy új kapcsolatokat, ötleteket, projekteket hozzunk létre akár helyi, akár egymástól távol élő közösségek között is és együtt segítsük egy egyenlőségen alapuló, szabad és demokratikus tudományosságot. Diverzitás, egyenlőség, inkluzivitás - ezek mind olyan alapértékek, amelyek jó esetben vezérelvként egész évben velünk vannak amikor eseményeket szervezünk vagy infrastruktúrákat felesztünk.</span></p>

<p><span style="font-weight: 400;">デフォルトでオープンな知識を共有するためのシステムへの移行が加速するにつれて、「誰のためのオープン化?」ということは、議論する上でも実際に活動する上でも本質的な問いです。私たちの活動において、また私たちがサポートしているプラットフォームにおいて、誰の関心が優先されているでしょうか。誰かの声が除外されていないでしょうか。パートナーの中に最初から過小評価されたグループはいないでしょうか。私たちはオープンアクセスだけでなく、学術コミュニケーションへの平等な参加もサポートしているでしょうか。こういう質問を投げかけることで、新しくできる研究オープンシステムがどの程度、現在のシステムがもたらす不平等性を解消できるかを知ることができたり、それらに対処し改善することができたりします。</span></p>
<p><span style="font-weight: 400;">今年のテーマは、昨年のテーマである「オープンな知識のための平等な基盤の設計」の延長線上にあります。 2018年のテーマでは、知識共有のための新しいシステムに移行する際に、平等性に集中的に取り組むことの重要性を強調しました。実際に、この12か月間で、移行のペースが加速しました。そこで、Open Access Week諮問委員会は、2019年に再び平等性に焦点を当てること、つまり平等性を設計段階から組み込むことについて議論を深め、さらにそれを実際の行動に移すことが重要であると判断しました。</span></p>

<p><span style="font-weight: 400;">As the transition to a system for sharing knowledge that is open by default accelerates, the question “open for whom?” is essential—both to consider and to act upon. Whose interests are being prioritized in the actions we take and in the platforms that we support? Whose voices are excluded? Are underrepresented groups included as full partners from the beginning? Are we supporting not only open access but also equitable participation in research communication? These questions will determine the extent to which emerging open systems for research will address inequities in the current system or replicate and reinforce them.</span></p>
<p><span style="font-weight: 400;">This year’s theme will build on the groundwork laid last year when discussions focused on “Designing Equitable Foundations for Open Knowledge.” The 2018 theme highlighted the importance of making a central commitment to equity as we transition toward new systems for sharing knowledge, and the past twelve months have only seen the pace of that transition increase. Because of this, the Open Access Week Advisory Committee decided it was important to focus on equity again in 2019—to deepen our conversations about being inclusive by design and to turn those conversations into action.</span></p>
<p><span style="font-weight: 400;">We find ourselves at a critical moment. The decisions we make now—individually and collectively—will fundamentally shape the future for many years to come. As open becomes the default, all stakeholders must be intentional about designing these new, open systems to ensure that they are inclusive, equitable, and truly serve the needs of a diverse global community. Asking ourselves and our partners “open for whom?” will help ensure that considerations of equity become and remain central in this period of transition.</span></p>
<p><span style="font-weight: 400;">Established by SPARC and partners in the student community in 2008, International Open Access Week is an opportunity to take action in making openness the default for research—to raise the visibility of scholarship, accelerate research, and turn breakthroughs into better lives. This year's Open Access Week will be held from October 21st through the 27th; however, those celebrating the week are encouraged to schedule local events whenever is most suitable during the year and to utilize themes that are most effective locally.</span></p>
<p><span style="font-weight: 400;">The global, distributed nature of Open Access Week will again play a particularly important role in this year’s theme. Strategies and structures for opening knowledge must be co-designed in and with the communities they serve—especially those that are often marginalized or excluded from these discussions altogether.</span></p>
<p><span style="font-weight: 400;">International Open Access Week is an important opportunity to catalyze new conversations, create connections across and between communities that can facilitate this co-design, and advance progress to build more equitable foundations for opening knowledge—discussion and action that must continue throughout the year, year in and year out. Diversity, equity, and inclusion must be prioritized year-round and integrated into the fabric of the open community, from how our infrastructure is built to how we organize community events.</span></p>

<p><span>An important goal of this year’s theme for International Open Access Week is to encourage ongoing discussion about how we build equity into the foundation of systems for producing and distributing knowledge. <p><span>In this context, we wanted to contribute to the discussion this week by sharing how we’ve come to view our own work at SPARC in making equity and inclusion core to our efforts—and how these values shape the decisions we make. In particular, we’ve come to see that this work is a continuous process, rather than a specific endpoint to be reached. We want to share a few examples of how that process is currently at work in our own efforts, and how we hope to continue to improve.</span></p>
<p><span>SPARC’s roots in viewing open as an equity issue go back to the text of the Budapest Open Access Initiative, which speaks directly to the potential of Open Access to create a more equitable global system for sharing research. Over time, we’ve come to believe that we need to also go beyond addressing inequities in accessing research to address inequities in participating in research as well. This belief deeply informs our emerging work on and vision for research infrastructure. All aspects of open systems, from the technical platforms we choose to the licenses we select, should address challenges in inclusion directly and build equity into their foundations. We have to take care to avoid replacing one form of inequity in paywalls with another form of inequity in prohibitively expensive costs for disseminating results.</span></p>
<p><span>We work hard to follow these values in all of our work with our our members. In the North American higher education context where SPARC works, we believe it’s important to have representation from institutions of all types to ensure that SPARC’s efforts reflect the growing diversity in experience and priorities of libraries working on open issues. As the number of institutions of varying backgrounds doing open-related work grows, we want to ensure the SPARC community grows as well. We also believe that leadership comes from all levels within organizations, and we put working with emerging leaders—students, early career librarians, and early career faculty—at the core of our efforts.</span></p>
<p><span>Viewing equity and inclusion as foundational values has also led us to make significant changes in how we organize meetings—starting with OpenCon, our community that supports early career leaders working to open research and education. For the flagship OpenCon conference, we work to ensure diverse representation in all stages of the conference planning process, from recruiting the participant pool, to determining who has the opportunity to speak and who is on our organizing committee. We don’t always get it right, but we do try to be transparent about representation at the meeting—to provide accountability and to ensure that we provide direct channels for feedback to help us to continue to improve. We’ve documented our efforts toward this end in our</span> <a href="https://sparcopen.github.io/opencon-dei-report/"><span>OpenCon Report on Diversity, Equity, and Inclusion</span></a><span>. <p><span>In these areas and in the rest of our work, SPARC works to build equity and inclusion into the core of what we do. We won’t always get it right, but we will keep working to improve, to be open about our efforts, and to encourage an ongoing conversation about the foundational importance of designing equitable foundations for open knowledge.</span></p>

<p>O tema deste ano é reflexo de um sistema acadêmico em transição. Embora governos, agências de fomento, universidades, editoras, e pesquisadores venham aderindo cada vez mais a políticas e práticas abertas, a implementação real dessas políticas e práticas ainda é um processo em andamento. À medida que a abertura se torna o padrão, todos os envolvidos no planejamento destes novos sistemas abertos devem assumir a responsabilidade de garantir que sejam inclusivos, equitativos, e que sirvam de fato às necessidades de uma comunidade global e diversa. Nesta Semana do Acesso Aberto, convidamos todos os interessados a colaborarem com o avanço deste trabalho tão importante.</p>
<p>Fazer com que as práticas abertas se tornem padrão é um passo essencial para que nosso sistema de produção e distribuição do conhecimento seja mais inclusivo, mas também gera novos desafios a serem enfrentados. Como asseguramos que os modelos de sustentabilidade usados para o acesso aberto não sejam excludentes? Que desigualdades os sistemas abertos podem recriar ou reforçar? Que vozes são priorizadas? Quem fica de fora? Como nossas ideias do que é ou não acadêmico conserva vieses preexistentes? Em que áreas a abertura total pode não ser a melhor opção?</p>
<p>Estas questões não têm respostas fáceis. Na verdade, elas servem para estimular conversas que ajudem a garantir que a base para um sistema mais equitativo de pesquisa aberta seja estabelecida de forma reflexiva e colaborativa. O tema deste ano destaca a importância de fazer as perguntas difíceis, manter-se crítico e envolver-se ativamente em uma conversa contínua para aprender de diversas perspectivas sobre como tornar a academia mais justa e inclusiva à medida que ela se torna mais aberta.</p>
<p>Criada pela SPARC e seus parceiros na comunidade estudantil em 2008, a Semana Internacional do Acesso Aberto é uma oportunidade de agir para tornar a abertura o padrão para a pesquisa — para aumentar a visibilidade da produção acadêmica, acelerar a pesquisa, e transformar avanços científicos em qualidade de vida. <p>This year’s theme reflects a scholarly system in transition. While governments, funders, universities, publishers, and scholars are increasingly adopting open policies and practices, how these are actually implemented is still in flux. As open becomes the default, all stakeholders must be intentional about designing these new, open systems to ensure that they are inclusive, equitable, and truly serve the needs of a diverse global community. This year’s Open Access Week invites all interested stakeholders to participate in advancing this important work.</p>
<p>Setting the default to open is an essential step toward making our system for producing and distributing knowledge more inclusive, but it also comes with new challenges to be addressed. How do we ensure sustainability models used for open access are not exclusionary? What are inequities that open systems can recreate or reinforce? Whose voices are prioritized? Who is excluded? How does what counts as scholarship perpetuate bias? What are areas where openness might not be appropriate?</p>
<p>These are not questions with easy answers. Rather, they are prompts for ongoing conversations that can help ensure that the foundation for a more equitable system of open research and scholarship is created thoughtfully and collaboratively. This year’s theme highlights the importance of asking the tough questions, staying critical, and actively engaging in an ongoing conversation to learn from diverse perspectives about how to make scholarship more equitable and inclusive as it becomes more open.</p>
<p>Established by SPARC and partners in the student community in 2008, International Open Access Week is an opportunity to take action in making openness the default for research—to raise the visibility of scholarship, accelerate research, and turn breakthroughs into better lives. This year's Open Access Week will be held from October 22nd through the 28th; however, those celebrating the week are encouraged to schedule local events whenever is most suitable during the year and to utilize themes that are most effective locally.</p>
<p>The global, distributed nature of Open Access Week will play a particularly important role in this year’s theme. Strategies and structures for opening knowledge must be co-designed in and with the communities they serve—especially those that are often marginalized or excluded from these discussions altogether.</p>
<p>International Open Access Week is an important opportunity to catalyze new conversations, create connections across and between communities that can facilitate this co-design, and advance progress to build more equitable foundations for opening knowledge—discussion and action that must continue throughout the year, year in and year out. Diversity, equity, and inclusion must be prioritized year-round and integrated into the fabric of the open community, from how our infrastructure is built to how we organize community events.</p>

They hire others to research and author works that help with internal strategy development and evaluation of internal strategies, programs, and projects. And they make grants that assist others in gaining insight into social issues — be it through original research, evaluation work, or other work aimed at creating a better understanding of issues so that we can all pursue better solutions to social problems. In almost all aspects of foundation work, knowledge is an outcome.</p>
<p id="ad8b" class="graf graf--p graf-after--p">While openly sharing this knowledge is uneven across the social sector, we do see more and more foundations starting to explore open access to the knowledge assets they make possible. Many foundations are sharing more intentionally through their websites, external clearinghouses, and other online destinations. And more foundations are suggesting — sometimes requiring — that their grantees openly share knowledge that was produced with grant dollars.</p>
<p id="c03a" class="graf graf--p graf-after--p">Some foundations are even becoming open access champions. For example, the Hewlett Foundation has authored a terrifically helpful free toolkit that provides an in-depth how-to aimed at moving foundation and grantee intellectual property licensing practices away from “all rights reserved” copyrights and toward “some rights reserved” open licenses. For those who are trying to open up, like most things, getting there is a series of steps. One step is understanding how licensing can work for, or against, openness. <p>This year’s theme of “Open in Order to…” is meant to move the discussion beyond talking about openness itself and instead focus on what openness enables—in an individual discipline, at a particular institution, or in a specific context; then to take action to realize these benefits. The theme also recognizes the diverse contexts and communities within which the shift to Open Access is occurring and encourages specific discussion that will be most effective locally.</p>
<p>“Since Open Access Week first began, we’ve made significant progress in building global awareness of the benefits of opening up access to research and scholarship. Around the world, institutions and individuals are increasingly embracing the use of "Open" as an enabling strategy," said Heather Joseph, Executive Director of SPARC, which created Open Access Week and works to broaden support for Open Access to scholarly research. “Whether your mission is to tackle critical problems like climate change or ending poverty or to capitalize on the enormous opportunities that having the world's knowledge at your fingertips presents, Open Access practices and policies can help you speed up progress towards achieving your goals—and that's a very powerful, very appealing prospect."</p>
<p>Open Access—the free, immediate, online access to the results of scholarly research, and the right to use and re-use those results as you need—is transforming the way research and scientific inquiry are conducted. Providing Open Access to research has the power to accelerate scientific advancements and spur job growth in a wide range of fields, from healthcare to energy to agriculture.</p>
<p>Begun in 2007 as Open Access Day, the event was originally a partnership between SPARC and students who organized local events on a handful of campuses across the United States. In 2008, it grew into Open Access Week—a global, community-driven week of action to open up access to research. Today, thousands of individuals, institutions, and organizations across the world celebrate Open Access Week.</p>
<p>Below are just a few examples of how SPARC will be taking action during the week, and a list of community activities and events occurring around the globe can be found <a href="http://www.openaccessweek.org/events">here</a>.</p>

<li><strong>#MoveFASTR:</strong> During Open Access Week, SPARC will launch a campaign to #MoveFASTR, encouraging US-based institutions and community members to reach out to their elected officials and ask that they support the Fair Access to Science and Technology Research (FASTR) Act. FASTR would require that articles reporting on publicly funded scientific research be made freely accessible online for anyone to read and build upon.</li>

<li><strong>World Bank-SPARC Open Access Week Panel: </strong>In celebration of the fifth anniversary of the World Bank's Open Access policy, SPARC and the World Bank are co-hosting an event to showcase the ways in which open is helping to achieve the Bank's goal of eliminating extreme poverty. The discussion will feature the CIO of the World Bank and the Principal Librarian of the United Nations. The event will be held Thursday, October 26th, from 2:00-3:30pm EDT and will be live streamed online. <p>In conjunction with this year’s Open Access Week Advisory Committee, SPARC today announces the theme for this year’s 10<sup>th</sup> International Open Access Week, to be held October 23-29, will be “Open in order to…”.</p>

<p>This year’s theme is an invitation to answer the question of what concrete benefits can be realized by making scholarly outputs openly available. “Open in order to…” serves as a prompt to move beyond talking about openness in itself and focus on what openness enables—in an individual discipline, at a particular institution, or in a specific context; then to take action to realize these benefits.</p>
<p>Open in order to increase the impact of my scholarship. Open in order to enable more equitable participation in research. Open in order to improve public health. These are just a few examples of how this question can be answered.</p>
<p>Established by SPARC and partners in the student community in 2008, International Open Access Week is an opportunity to take action in making openness the default for research—to raise the visibility of scholarship, accelerate research, and turn breakthroughs into better lives. This year’s Open Access Week will be held from October 23<sup>rd</sup> through the 29<sup>th</sup>; however, those celebrating the week are encouraged to schedule local events whenever is most suitable during the year and to utilize themes that are most effective locally.</p>
<p>This year’s theme of “Open in order to…” also recognizes the diverse contexts and communities within which the shift to Open Access is occurring and encourages specific discussion that will be most effective locally. We invite the community to help us translate this prompt into new languages at <a href="https://www.bit.ly/translateoaweek">bit.ly/translateoaweek</a></p>
<p>“Effectively communicating the tangible benefits that Open Access provides is essential for open to become the default in both policy and practice,” said Heather Joseph, Executive Director of SPARC. “This year’s theme will help focus discussions during Open Access Week on those benefits of openness that are most compelling locally—whether that’s increasing citation counts, enabling anyone to learn from the latest scholarship, or accelerating the translation of research into economic gains—and encourage action to realize these benefits.</p>
<p>Last year’s “Open in action” theme encouraged all stakeholders to take concrete steps to make their own work more openly available and encourage others to do the same—from posting pre-prints in a repository to pledging to educate colleagues about Open Access. The 2017 theme will help build on that emphasis on action by identifying the end goals Open Access can enable and encouraging individuals and institutions to take steps to achieve those goals.</p>
<p>International Open Access Week is a global, community-driven week of action to open up access to research. The event is celebrated by individuals, institutions and organizations across the world. The official hashtag of Open Access Week is #OAweek. We also invite the community to use the hashtag #OpenInOrderTo to start an online conversation about the benefits of an open system of communicating scholarship.</p>

<p dir="ltr"><strong>Make a list of Open Access journals in my discipline I would consider publishing in and share it with colleagues.</strong> <span>The</span> <a href="https://doaj.org/"><span>Directory of Open Access Journals</span></a> <span>(DOAJ) is a community-curated online directory that indexes and provides access to high quality, open access, peer-reviewed journals. The DOAJ is a great starting point that allows you to</span> <a href="https://doaj.org/subjects"><span>browse open access journals by discipline</span></a> <span>and discover open publications which might be a good fit for your work. You can also use resources like</span> <a href="http://thinkchecksubmit.org/"><span>Think. Check. Submit.</span></a> <span>to evaluate journals before deciding to submit a manuscript.</span></p>
<p dir="ltr"><strong>Start a conversation about Open Access during a research group meeting, journal club, or staff meeting.</strong> <span>Find opportunities to start a discussion with those in your department, lab, or research group about Open Access and how sharing research openly</span> <a href="https://lens.elifesciences.org/16800/index.html?_ga=1.242240258.1661785879.1475272303#content/figure_reference_1"><span>can increase the visibility and impact of their work</span></a><span>. Use videos such as</span> <a href="https://www.youtube.com/watch?v=L5rVH1KGBCY"><span>Open Access Explained</span></a> <span>from PhD Comics to help start the conversation.</span></p>
<p dir="ltr"><strong>Send at least one manuscript to an open-access journal within the next year.</strong> <span>Once you have a list of open access journals that are a suitable venue for your work, commit to sending one of your publications to an open access journal over the next year. You can use</span> <a href="http://whyopenresearch.org/costs.html"><span>WhyOpenResearch</span></a> <span>to find no-cost or low-cost open access options as well as tips for reducing the cost of publishing in journals that do charge fees and finding funding to cover related costs.</span></p>
<p dir="ltr"><strong>Deposit at least one of my articles into an open-access repository during Open Access Week and encourage colleagues to do the same.</strong> <a href="https://lens.elifesciences.org/16800/index.html?_ga=1.242240258.1661785879.1475272303#content/figure_reference_1"><span>A growing number of studies</span></a> <span>show a strong correlation between making an article publicly accessible online and a significant increase in views, downloads, and ultimately citations for that article. Using tools such as</span> <a href="http://www.sherpa.ac.uk/romeo/"><span>Sherpa-Romeo</span></a> <span>or</span> <a href="http://dissem.in/"><span>Dissem.in</span></a><span>, you can determine what rights you have to make already-published work publicly accessible (</span><a href="http://www.sherpa.ac.uk/romeo/statistics.php"><span>an estimated 80% of publishers</span></a> <span>allow authors to make some form of their article publicly accessible), and the</span> <a href="http://opendoar.org/"><span>Directory of Open Access Repositories</span></a> <span>lists more than 2,600 repositories—both institutional and discipline-specific—among which you can find a good fit for your work.</span></p>
<p dir="ltr"><strong>Use the <a href="http://sparcopen.org/our-work/author-rights/#addendum">SPARC author addendum</a> on my next publication to reserve rights to make a copy of my work publicly accessible.</strong> <span>When you sign a copyright transfer form, you can decide which rights you want to keep, and which you want to give away. The SPARC author addendum is a legal instrument that you can use to modify your copyright transfer agreements with non-open access journal publishers. It allows you to select which individual rights out of the bundle of copyrights you want to keep, such as distributing copies in the course of teaching and research, posting the article on a personal or institutional Web site, or creating derivative works.</span></p>
<p dir="ltr"><strong>Contribute to a conversation on campus about institutional support for Open Access.</strong> <span>Increasingly, colleges and universities are supporting faculty in making their research and scholarship open—from</span> <a href="https://cyber.harvard.edu/hoap/Good_practices_for_university_open-access_policies"><span>institutional open access policies</span></a> <span>to</span> <a href="http://whyopenresearch.org/promotion.html"><span>expressing support for Open Access in promotion and tenure guidelines</span></a><span>. Using</span> <a href="http://roarmap.eprints.org/"><span>ROARMAP</span></a><span>, you can explore which institutions and funders already have policies requiring research results to be made publicly accessible. If your institution already has supportive policies in place, work with colleagues to help make them more effective. If not, start a conversation about the importance of Open Access, how OA can benefit both faculty and the institution, and the various policies institutions are using to support faculty in making their research and scholarship open.</span></p>
<p dir="ltr"><strong><a href="http://www.ascb.org/sign-the-declaration/">Sign the San Francisco Declaration on Research Assessment (DORA)</a> and commit to not using journal-based metrics in evaluation.</strong> <span>Moving away from flawed, journal-based metrics of evaluation is an important step to help enable a larger shift toward Open Access.</span> <span>Now signed by more than 12,000 individuals and 900 organizations, DORA is a commitment not to use journal-based metrics, such as Journal Impact Factors, as a surrogate measure of the quality of individual research articles, to assess an individual scientist’s contributions, or in hiring, promotion, or funding decisions.</span></p>
<p dir="ltr"><strong>Sign up for Impactstory to discover your #OAscore and get an ORCID.</strong> <a href="https://impactstory.org/landing/open" target="_self">Impactstory</a> <span>is an open-source website that helps researchers explore and share the online impact of their research. In addition to many other metrics, Impactstory provides</span> <a href="http://blog.impactstory.org/find-and-reward-open-access/"><span>a badge</span></a> <span>that tracks what percentage of your articles are accessible online—your OAscore—and will measure progress in opening up your work. Impactstory uses</span> <a href="http://orcid.org/"><span>ORCID</span></a><span>, a persistent digital identifier that distinguishes you from every other researcher and supports automated linkages between you and your professional activities ensuring that your work is recognized.</span></p>

<p dir="ltr"><span>Last year’s “Open for Collaboration” theme highlighted both the power of Open Access to enable better collaboration within the research community and the ways the Open Access movement itself is driven by collaboration. This theme of collaboration was embodied by last year’s global Wikipedia Edit-a-thon that improved content related to Open Access across the world’s largest open resource.</span></p>
